[目的] 探讨在研究型医院建设背景下,我国综合性医院如何利用目标管理提升科技实力,从而有力地促进研究型医院内涵建设和发展；[方法] 本文通过数据分析研究法对研究型医院科技实力提升措施及成效进行研究,通过历年科研数据分析医院科技发展存在的问题、目标管理措施及实施措施前后科研指标变化；[结果] 目标管理对科技实力提升成效显著,随着医院科研绩效目标管理的实施,发表SCI收录论文和获得上级科研经费总量逐年增长,且在目标管理细化和奖励措施激励下,增长更加明显。科研单项活动的目标责任制管理,对于提升科研单项活动的员工参与度成效显著；[结论] 目标制管理在医院科技实力提升中发挥重要作用,可以有力地促进研究型医院内涵建设和发展,可以作为研究型医院提升科研水平的有力抓手。

英文摘要:

[Objective] To explore how to enhance the strength of science and technology of research-oriented hospital using goal management, so as to effectively promote the construction and development of thier connotation. [Methods] This paper studies the goal management measures and their effectiveness through data analysis, analyzes the problems of scientific research, goal management measures and scientific research data changes before and after the implementation measures in the past years. [Results] The goal management significantly enhances the scientific and technological strength. Accompany with the implementation of scientific research performance goal management, published SCI papers and total amount of research funding increased year by year. When goal management assigns criteria become more refined and bonus incentives can also be obtained, the growth is more obvious. Goal responsible management of scientific research individual activities has a remarkable effect on improving the employee participation. [Conclusion] Goal management plays an important role in the improvement of the scientific and technological strength of the hospital, which can effectively promote the construction and development of the research-oriented hospitals connotation. Goal management can serve as a powerful grasper for the research-oriented hospital to improve the scientific research level.
