      目的 构建基于学科发展的专科医院科研绩效评价指标体系。方法 通过文献研究和专家会议,并结合强专科、小综合的战略目标,初步形成科研绩效评价指标框架;采用德尔菲法进行两轮问卷调查,得到专家对每一个指标的重要性评分,确定指标体系内容;最后运用层次分析法计算各个指标的权重系数。结果 两轮专家调查问卷回收率均达到95%,且权威系数分别为0.75和0.76,研究结果可靠。两轮调查各层级指标的协调系数均大于0.1,经显著性检验,P值均小于0.05,专家意见协调性较好。最终我们在学科发展导向下形成一套三级科研绩效评价体系,包含3个一级指标、20个二级指标和56个三级指标。结论 依据科学理论构建了科研绩效评价体系,并结合专科医院特色设置学科发展等相关指标,具有科学性与可操作性,对引导科研发展和学科提升具有实际应用价值,可以作为评估专科医院科研绩效的工具。
英文摘要:
      Objective To build a scientific research performance evaluation index system of specialized hospitals based on disciplinary development. Methods Building a preliminary evaluation index framework for scientific research performance through the literature research and expert meetings, combined with the strategic goals of strengthening specialization and weakening comprehensiveness; applying the Delphi method to conduct two rounds of questionnaires to obtain the experts’ importance scores for each index for confirming the content of the index system; finally, applying the analytic hierarchy process to calculate the weight coefficient of each index. Result The recovery rates of the two rounds of expert questionnaires reached 95%, and the authoritative coefficients were 0.75 and 0.76, respectively. The research results are reliable. The coordination coefficients of all levels of the two surveys were greater than 0.1, and after the significance testing, the P values were less than 0.05, and the expert opinions were well coordinated. In the end, we built a three-level scientific research performance evaluation system under the guidance of disciplinary development, including 3 first-level indicators, 20 second-level indicators, and 56 third-level indicators. Conclusion A scientific research performance evaluation system was built based on scientific theories. Combining relevant indicators such as the development of special disciplinary of specialized hospitals, it enjoys scientificity and operability, and practical application value for guiding scientific research development and disciplinary improvement, which could serve as a tool to evaluate the scientific research performance of specialized hospitals.
