| 目的：随着国家在科技领域改革力度的加大，科研单位制定操作性强的制度为科研人员“松绑”的需求显得尤为迫切。但如何在相对“宽松”的宏观政策环境下制定好具体实施管理办法来优化服务做好风险防控，是科研管理部门面临的问题。方法：本文以第三军医大学西南医院为例，结合科研管理工作中的实际问题，针对医院科研管理制度化建设存在的问题及风险点，在建立健全劳务费管理办法、劳务派遣模式的科研财务助理制度、目录化试剂耗材采购管理模式、完善的出入库管理制度等方面进行探讨，针对制度建设过程中可能存在的问题，尤其是在上级政策模糊地带，提出具体的解决建议。结论：制度的改革和创新可以激发科研活力，而且能够加快科研学术诚信建设。 |

| Objective: With the intensification of the national reform in the field of science and technology, it is particularly urgent for scientific research institutions to formulate operational systems to release the pressure of scientific researchers. Against the backdrop of relatively "loosened" macro-policy, how to formulate specific implementation and management measures so as to optimize services and risk prevention and control is a problem faced by the research management departments.
METHODS: Combining the practical management issues, this article takes Southwest Hospital affiliated to The Third Medical University as an example and probes into the problems and risks in the institutionalization of scientific research management at hospitals. A wide range of topics are discussed, including establishment and improvement of labor charge management, scientific research financial assistant system through labor dispatching service, catalogued reagents and consumable procurement mode, and out-put and in-put of warehouse management. In addition, specific solutions pertinent to the potential problems arising in institutionalization are proposed, especially when some regulations are vague and not clearly defined.
Conclusion: The institutional reform and innovation can stimulate the vitality of scientific research and improve academic integrity. |
